The main purpose of the Interim Evaluation is to assess the implementation and performance of Decision No 1313/2013/EU of the European Parliament and of the Council of 17 December 2013 which establishes a Union Civil Protection Mechanism (“Union Mechanism”). The Evaluation will provide a clear indication of whether the general and specific objectives of the Union Mechanism are being met. The evaluation will also aim to identify any shortcomings and lessons learnt, thus informing any proposal for amendments to the Decision, if appropriate. The activities being evaluated refer to the following time frame: 1 January 2014 – 31 December 2016.
The objective of the Open Public Consultation is to give EU citizens and all concerned stakeholders an opportunity to express their views on the performance of the Union Mechanism during the first three years of implementation.
The consultation will be open from 24.11.2016 to 23.02.2017 and targets all citizens, public and private organisations.
Anyone interested in participating to the Open Public Consultation will need to fill in the Online Questionnaire based on their level of knowledge of the Union Mechanism.
The results of the Open Public Consultation will feed into the Interim Evaluation of the Union Mechanism. The European Commission will publish a Staff Working Document, including a summary of the results of the consultation mid-2017.
