This paper analyses the efficacy of global norms on gender equality through an analysis of their diffusion through international co-operation. It emphasises the problem of ambiguity in interpreting the commonly held system of norms and analyses the behaviour of various international actors in their promotion, as well as of local actors whose struggles ensure that international norms on gender equality are reflected in national policy.
