Originally appearing in El Pais this piece discusses the relationship between the European Council, in its capacity as ‘collective sovereign’ with that of the Parliament and Commission. It draws the analogy of political development in nineteenth and twentieth-century democracies to make the point that in order to become a true parliamentary democracy the European parliament must move away from tamely accepting the candidates appointed by the Sovereign, and instead begin to appoint its own leaders.
