How can differentiation be used more strategically in the future? In their policy paper of the Horizon 2020 project EU IDEA, Vittoria Meissner and Funda Tekin present recommendations on differentiation as a conscious policy choice. Their analysis of national preferences in nine EU and non-EU countries highlights that differentiation is understood as a pragmatic way to more European integration. Forms of differentiation should, however, be open to all member states and only be used in certain policy areas.
