The report is based on an online expert discussion “EU enlargement: creating an opportunity for a stronger EU instead of becoming a hostage of institutional debate” hosted by the Institute of International Relations and Political Science, Vilnius University, on June 12, 2023. The discussion panel included analysts and scholars from Denmark, Estonia, Finland, Latvia, Lithuania, Poland, and Sweden. The discussants explored the intersection of the European Union’s enlargement with its institutional development. The discussion, therefore, participates in and contributes to a wider ongoing debate on how best to prepare for and navigate through the potential future EU integration of Ukraine, Moldova, Georgia, and the Western Balkans.
