“Sanctuary Cities: a Global Perspective”, Blanca Garcés Mascareñas and Kristin Eitel (CIDOB, Spain)

Facing increasingly restrictive and exclusionary national policies, some cities have also responded by offering protection to refugees and immigrants with irregular status. The first was San Francisco in the mid-1980s, followed by a number of other cities in the United States and Canada, and later the United Kingdom and continental Europe. What do all these cities have in common?
