“The EU as a promoter of ‘stabilitocracy’ in the Western Balkans”, Wouter Zweers, Giulia Cretti and Myrthe de Boon (Clingendael Institute, The Netherlands)

The Western Balkans six have slowly developed signs of ‘stabilitocracies’: countries with obvious democratic shortcomings that at the same time claim to work towards democratic reform and offer stability. To what extent does the EU unintentionally contribute to stabilitocracy formation in the region? The report identifies eight flaws in the EU’s strategies, policies and their implementation. Recommendations include focusing more on genuine feedback to WB6 governments, better reporting on the state of progress, enhancing communication with citizens, and specifying benchmarks while accompanying them with more tangible timelines.
