Council Presidencies, rule of law conditionality, COVID-19, migration policy: The new issue of integration has just been published. Analytical articles reflect on the challenges and successes of the German Council Presidency and look at the agenda of the Portuguese one between the ongoing pandemic, Brexit and climate policy. COVID-19 is presented as a multifaceted test for the EU and its future resilience and agency. Moreover, the rule of law conditionality in the distribution of EU funds and the new approach in the Commission’s Pact on Migration and Asylum are introduced and analysed.
