In a guest article for the blog “Der (europäische) Föderalist” Charles Goerens, vice-chairman of the European Parliament’s Committee on Constitutional Affairs, comments on the reform of the Spitzenkandidaten procedure: “The solution lies neither in abandoning the Spitzenkanidaten model nor in rejecting transnational lists, but rather in combining these two approaches”.
